I inspected another players equipment. His belt gave something like 7 stamina +8 agility and highlighted in green +40 stamina. I’ve checked on enchanting and there wasn’t and enchantment that gave 40+stamina..

for the pants, you can ask a lvl 60+ character to put a netherclefhoof leg armor kit (made with LEATHERWORKING) on a BoP green pants then give/sell them to you, so you’ll get a green pair of pants giving +40 stam and +12 agi. Those armor kit require a PLAYER lvl 60+ to INSTALL them but there is no requirement on the item level so those leg armor kit can be used on lvl 29 green pants.
